The City hired Reeves Young as Construction Manager at Risk (CMAR) to oversee the development and construction of the new city hall to be located at the current site of the Chamblee Police Department (3518 Broad Street). CMAR is a delivery method which entails a commitment by the Construction Manager to deliver the project within a guaranteed maximum price (GMP) based on the construction documents and specifications at the time of the GMP plus any reasonably inferred items or tasks. The CMAR provides professional services and acts as a consultant to the owner during the design development and construction phases. The CMAR manages and controls construction costs not the exceed the GMP. Contractually any costs exceeding the GMP that are not change orders are the financial liability of the CMAR. This delivery method provides a high level of cost control, limits risks and ensures the city is able to attract high-quality subcontractors to complete the construction of the facility. CMAR first serves as a consultant during the pre-construction phase of the project.


At this time, the City has issued construction documents for the new city hall building and is ready to enter into an agreement with Reeves Young to execute construction at the GMP. The GMP is $14,756,440 for the demolition of the current police department building, demolition of the Civic Center, and construction of the new city hall and all related site work.
